The Assisted Reproductive Technology (Regulation) Act, 2021 was enacted to establish a comprehensive framework for regulating and supervising assisted reproductive technology (ART) clinics and banks. The primary objective of the Act is to ensure safe, ethical, and standardised medical practices in ART services while preventing misuse, commercial exploitation, and unethical practices associated with infertility treatments. To achieve this, it mandates the compulsory registration of all ART clinics and banks with the National Registry and sets strict operational standards, physical infrastructure requirements, and professional codes of conduct. Additionally, the Act protects the legal rights of children born through ART, safeguards donor health through mandatory medical screening and insurance coverage, and enforces confidentiality of medical records. Through regulatory authorities at both national and state levels, it oversees research, investigates complaints, and enforces legal penalties against non-compliance.
The Act consists of 46 sections in 6 chapters.
